Can I make them without almond flour?

Yes you can, it's even lower in calories, but you might have to add a bit more coconut flour.

And without coconut flour?

Without this flour it's more complicated, you can use Psyllium as a substitute, 1 tablespoon, but you have to be very careful because of the consistency. You can also use grain flour, such as oat, wheat among others, but it's no longer low carb and you have to use double the amount of coconut flour.

How can I substitute stevia?

You can use another calorie-free liquid sweetener, such as the one from Continente or vanilla yummy drops from Prozis. Another option is to use honey, agave syrup among others, but it will increase the calories and the amount of sugar.
